Neighborhood Preservation Program (NPP)
This initiative, funded by the New Jersey Department of Community Affairs, takes a comprehensive approach to physically and economically revitalizing neighborhoods through a variety of flexible and creative options.

Monticello Avenue between Montgomery Street and Communipaw Avenue has been designated as Jersey City’s target NPP area. $525,000 has been appropriated to pursue the following objectives over a five-year period:
  • Plan for infrastructure improvements;
  • Increase municipal services (including street maintenance and job training
  • Housing development—identify new construction and rehabilitation projects, and funding sources (homebuyer assistance, bank loans, Federal and State-sponsored programs, et al)
  • Acquisition, demolition and building conversion—utilizing abandoned properties for future development via competitive offerings
  • Improving the effectiveness of municipal services by assisting in the institution of a Special Improvement District for the area. This will also facilitate other grant opportunities.
