- To provide business opportunities to qualified individuals, especially minorities and women;
- To create and retain private-sector jobs in Jersey City, particularly those that will benefit individuals in low- and moderate-income brackets;
- To encourage neighborhood business development that will succeed, not just survive;
- To stimulate private investment in local small for-profit businesses;
- To make the best use of Federal, State and private-sector funds in ways that will provide maximum financing availability for Jersey City’s small businesses.
